Definition of Institutional Identifier and Associated Metadata

Detailed description:

Two questionnaires have been devised to discover existing coding systems, granularity, existing constraints and metadata in participant systems. one aimed at the publisher related data, the other at the customer related data.

The publisher questionnaire has been distributed and results are being analysed. The library questionnaire is waiting on a meeting of WP2 participants.

Existing identifiers, their standards and their scope and suitability for pilot have been researched, and none found suitable for use in the pilot, although it may be possible to map existing identifiers at different levels in the hierarchy in future. There has been research into coding systems and the decision made to use a new dumb number including security check digits. This number is resident in the Ringgold database, the metadata for the identifier is being defined during the pilot discussions.

Initial discussions have taken place with standards bodes about governance and business models for the identifier and its metadata.
